It is based on your player level. The higher your level, the more fuel required for the mission, and thus the higher number of flights. (This is based on empirical data I collected and analyzed)

That is your Favorites list. You can sort your friends so that your favorites are on top. Makes gifting easier. Designate someone as your favorite by clicking the heart.
