Cape Town require lv 40 and 69 stars. Can someone advise if any flights items are required too?

I have been doing that everyday! Click everyone's stone castle or planetariums or training centres. Even sit to land guest planes when I have time. Now my kids are doing that for me lol

My oil refinery is at level 1. If I upgrade it to level 2, it says "the building additionally increase max fuel supply by 20". Question is....if my max fuel storage now is 105, will it go to 125 or the 20 is addition to the old amount? Thanks in advance for the help.
