A spyglass and 35 hydraulic tools should do it. I used a spyglass to finish the quest. I was trying for 6 crop circles but stopped after 1 of them because I thought all the fuel for instant returns could be used better somewhere else.

If you completely close the game then reopen it, your game doesn't recognize you are in prep mode right away. You can try starting a new launch on a new pad. I don't know if you can or if you would get your items back.

Had something similar happen to me twice. It happened when I visited a neighbor and got "stuck" in their city. GI took to long to resolve it and they could not go back far enough to restore my game. I ended up starting over. Hope you have enter luck then I did.
