Once an airplane is on final, you can "complete" it and avoid the runway...

The 10% speed can make a difference on some maps as the map duration = aircraft flight speed. So getting 10% means you can get 2 uses out of each map. When you have 14 of a single plane type, that's a nice boost.

I would say in general though if you can't contact the person via these forums, after that many hours you can jump ahead if you want. Unless something is coordinated before, if people really want to captain they can always make the launch private until they put in enough points to make it clear...
