I am in the same boat on the value of more than one visa center. The only value i see is for the 2 and 5 minute 1x1 pax producers. Another value might be the longer contracts. I haven't pulled the trigger on a second visa center because it takes all 6 before you can buy a police station...

The contract is an hour. It takes 10-15 minutes at most to move all your buildings in and out of the square.

A better idea would be to make a bonus garden square (which would include one visa center) and move your larger buildings in and out of the square when you have an open contact. Leave the rest of your visa centers around your smaller buildings that generate more frequently. You should be able...
