Sorry no only greenies. Upgrading the repair base only allows you to repair different types of planes not speed up the repair process. From giants up, it is either pay or wait 12 hours. Condors are either 5 greenies or wait 24 hours.

Newspaper building is used in multiple quests and events. You can wait or use it now as every quest brings you a little more experience and coins for little effort from you.
