Yes, there are issues with GI servers. Multiple forum members have issued tickets with GI.

I just installed update and no improvement. Believe it is all GI server related.

Your gift changes after you upgrade. So if you are currently at L7, you can gift L8 items. Once you upgrade to L8, you can begin sending L9 items.
