Yep - it's like I never visited at all! At least it doesn't count toward the 12 neighbors you can visit each day.

I just checked....The coins and passengers register....until you go back to your home screen and then they disappear. Oh well!

I encountered the same thing. No gifts dropped from any visits to neighbors with partially transparent cities. But the little red heart doesn't show up on their avatar to show that I already visited that city. I can keep returning to collect coins or passengers.
