Bali Hi has "Alarm clock" (Passengers from all residential buildings are instantly available) and "Family Ticket" (Increases the number of passengers from all residential buildings) in the warehouse. I am keeping these for the last leg of the quest, in case of emergency.

I guess this is Game Insight's solution to stop loss of players. Makes it harder to lose neighbours, and "encourages" you to ask neighbours to come back.
