Blackcloud, Bali Hi was not online since the update, so it was still stuck in Dark skies. Amazingly, the last item for a University dropped from a Stonehenge and I promptly built the University. Then I realised that I would immediately complete the challenge since I have all the other items...

I just got the last item of "The Knowledge is power" collection from a Stonehenge drop :) . So Bali Hi just opened its 1st University. Not sure if you can also get items from neighbour's University (in the past, they mostly drop items for "With Honours" & "College Sports" collection).

Yes, I encounter this kind of message when visiting certain neigbours. I thought both Bali Hi & Bali2 are on the same updated version, turns out Bali2 is on ver 2.02.02, while Bali Hi is on 2.03.02. I guess I should update Bali2 tonight.
