I don't mean to correct you!! I just want to make sure you are asking for the right item so you can get it :)
I am going to guess a counter for how many videos you can still use for each type of free thing. i.e., how many videos you have remaining for free fuel, speeding up coin or pax buildings, getting building items, etc. Am I close @Old Eagle2 ? :D
I joined AC after this change, so I have not had to adapt, but I have had to develop strategies to deal with the 100 limit. Here are a few I use:
1) Do not open any chests that definitely have fuel or pax until you need them (i.e., space chests or alliance chests). This way, you can build up...
I got a Pilot's Manual. Slightly dogeared, indecipherable notations in the margins, a few coffee stains. It will make a great coaster for my outdoor coffee table.
I really like the many paths you can take in this game for a few reasons.
1) Like @Spork mentioned, I am very impatient, and in this game you have to have patience! I don't have to have everything all at once... if I did, the game would be boooorrrrring!
2) I have only been playing online...
I have already collected 34 baggage tags playing intermittently just today (not including the ones I have used). I can send you baggage tags if you want :)
Go to the Microsoft Store on your browser (i.e., Chrome -- type in "Microsoft Store").
Search for Airport City and find the page. (bookmark this page for when you need later updates)
Click on blue button "Get".
It will ask you if you want to open the store -- say yes, of course :-)

I can still only watch videos in the early morning or late at night. It is not related to game day restart time or number of total videos used.
You were a programmer... see if my theory is logical :)
My current theory is that watching videos on Windows requires a minimum internet bandwidth...
