You need to have 10 gold & 200 silvers before you can purchase the Casino (while online).
You will then find the Casino in the Warehouse (Building Tab).
What you get when you open a "Launch ready" is random, so the only thing you can do is to get as much "Launch Ready" collection as possible.
You can increase the likelihood of completing a collection by:
Visiting your neighbour's Training Centre, Space Travel Monument and Launch Pad 1,2,3...
Here is a list of items that you can when you complete a Space Mission or an Excavation Destination Collection. It also gives you an idea where you can get Gold & Silvers.

I always give the same advice every year.
Place your gift shops near each other, click them in quick succession or with your fat fingers.
They often drop the same items in 2 or 3s.

Tom, I have almost a hundred Large Bronze Chest from Excavation Destinations. Each gives 1 Gold + 6 Silver.
That's where you probably got them.
I just bought a Casino each for BaliHi & Bali2, but I don't have the time to open more chests!!

Apparently, CET is currently not observed because locations are on Daylight Saving Time.
During this time of year, locations on CET are now on CEST (Central European Summer Time) instead.
