Well, having enough passengers is merely the question of having enough buildings. We don't know what lvl the player has, but if that's a capped player revisiting old location, 3800 passengers in 16 hours wouldn't make him break a sweat.

For me it was a beneficial bug - in no way I could burn through that many romantic passengers, while I used regular ones while 3-starring regular destinations. The only time when I was struggling to keep terminal empty rather than full. : )

I don't know what's your style - I for example do one destination per week and never return there again, so I have no use for flight items lower than Spare Wire. But, I imagine, they'll come in handy after a year or so.
