I always thought people involved in real flying steer clear from games like AC, which oversimplify beyond reason.
This is just a side quest that fired prematurely. It happens quite often, mostly in a form that asks you again to do a quest that you've already completed before. In 99% cases you just do them without even realizing it's the same quest again.
I don't know your playstyle, but I have almost 60...

Welcome to the forum. Set up your signature, so your neighbors will know what you need and how can you can help with their needs.
Keep in mind that Android games can exchange gifts with iOS games but now with Windows, so look for neighbors at Android/iOS sections.

I generally tend to give people in game at least 1 or 2 full weeks before deeming them unreliable.
But yeah, as Ralphy said: if there are no means of communication it's not going to be fun.

Please set up your signature first. How can anyone tell they want to be neighbors with you if they don't know anything about you?
Also remember, that if you need low-lvl items and you have high-lvl friends, they most likely have those slots closed. So you should talk to them and explain that you'll send appropriate item from your slot and they should hit "send in return". It's all explained in the link in my sig.
