There was a bug once that allowed 10 instead of 6 of some buildings. The bug was fixed, but people with 10 buildings were allowed to keep them. This is how 10x Rocket Garden happened.
Dunno how on iOS, on WP even in worst cases of server problems I was still able to visit neighbors. It just took up to 2 minutes from clicking "visit" to the loading actually taking place. So, with enough patience - and lock screen set to something long enough - it was still possible.
While it would be fair, it'd be also completely unplayable. My 6 Smart Houses already are the most important producer, giving me bulk of my passengers. If I could build more of them, I would never build anything else.

It was fine for the most of today, then it went bad again, from maybe around 20 Moscow time. Bad as in clicking "visit" takes half a minute to react, so I've seen worse.

I would personally like collection number in other places too (like "p-ups"), not just "list" page, but I imagine it's only useful first time when the sheet is filled and after that it's not needed.

Experience. I've been in 2 alliances and we were ggetting 1 point (plus a free repair chest which is nice) per week for scoring between 150 and 199. That's why I consider making it to top200 (maybe it's even 300) as minimum requirement.

My idea is that it'll never need fuel20 because I intend to fly no planes at all !
I don't recommend getting into alliance with less than 20-30k, because the alliance as a whole can't progress if it can't output at least 140k total. Divide that by 4 and you get about 35k per player. Some deliver less, some deliver more, 23k may work but I doubt 6k will.
