Thanks Dale. I tried this with Bullwinkle yesterday and also Rocky today and it didn't work. I even tried a restore from my morning backups and it still didn't help. I will keep trying with Rocky and see if eventually it may reset but I tried several times with Bullwinkle and it didn't....:(...

Drops for the Empire State Building are "seldom" whereas the drops for Chennai are "very seldom" so this could be the difference. My drops for the ESB have been similar to Gt city. Now working on my last city and I will have my first one.

Nope, happens every time Duke leaves and until gifts reset, it will continue to do so.....every time you log into the game and every time you move something in your city. This has been happening for weeks now. Gets rather annoying if you want to rearrange your city or airport.
