I believe you're right. Russians cleverly don't use summer time, so from the rest of the world point of view the ranking reset time jumps back and forth as WE change to/from summer time.

When you launch with many people, everybody doesn't have to add much. It's the single, uncoordinated launches that are so exhausting. If you don't want very high places, you can easily go for months without using a single Main Stabilizer or PEB (and other items are usually in excess anyway)...

No, I don't think so. You're not supposed to keep the game open for prolonged periods. Launch, send the planes, close. If you keep the game open too long (few days), bad things happen. Eg timers wrap around and you get time traveler message.

@James Pinnick I think you need to close the game and launch it again. At least this is how other rankings work: once it's downloaded, it won't be updated again.
