iirc, all lower repair items are giftable, but not all by anyone. So some can gift cockpit glass, others can gift empenage. You could try asking for them in your name or here on the forum (I'm sure there is a gifting thread somewhere). Or indeed, try your luck on the repair set box, mystery sets...

No, that's not what he asked. Even now, you can still collect the gifted F20's, only you have to do it one by one... Makes it more cumbersome in certain situations, that's all. I don't see how the inventory-limit is connected to gifts that do not go in the inventory anyway.
