This is precisely what does not work: I made some quick tests today again: 3 times in a row do not suffice in general. Most of the times, I need around 5-6 taps. The axe appears sometimes only after 16 (sixteen !)taps in a row... This is just unplayable...

The problem with this collection is that it is very hard to get the axe appear for cutting the trees. Sometimes I have to click more than 10 times in a row to get get the axe appearing; which makes it clearly stressful ! This is what makes this collection much more difficult to get than cloud...

Sometimes the missions request to fly to a certain destination and accelerate the flight (with fuel). In such case, simply flying to the requested destination is not sufficient and is not counted. Did you check if your case would not be related to such "detail" of the mission ?

You can get more coins for the collections that award a building (e.g. the iceberg bar): simply put it on your map and then sell it just after - it is not even needed to complete the construction. For each building you can get several hundreds of extra coins . I agree it changes nothing for big...
