OK, so I am seeing some new players needing some assistance in this area.
Here is a very brief set of suggestions for how to do that.
1) Post your friend code in the Launch Chat to get neighbors.
2) Create a Signature on this forum with your friend code.
3) Add instructions into your game name such as "Wait2QL" or "PassMe". The first indicates that no one should launch the rocket unless there are 2 QLs. The latter means that anyone can pass you and you will not be mad about it.
4) Good launch etiquette for this event: Never pass someone with a QL who has added 576 points and does not have "PassMe" in their game name.
5) If you do not have a lot of neighbors, consider just joining others with a QL such that your QL makes at least 2 QLs on the launch. You may not get first place, but the rewards for other places are still very good and you get event currency.
6) If you are worried you will accidentally start a Blue or Red launch, remove the roads from those launch pads so there is no possible way for you to start one of those launches.
NOTE: By posting your friend code, you may get neighbors who do not follow your launch rules. I find that this event helps me to delete my less than friendly neighbors.
