iOS Talking with Neighbors

I play on my IPAD and I don't seem to be able to chat with friends or neighbors on there? Am I missing something or is that a downside to the IPAD? Thanks.

There is no chat between the players (IOS, Android, Windows) in Airport city.

Only we communicate (chatting) here in the forum and some players using Facebook messenger or other chat program.
