It looks like explanation #1 and #2 above differ from how the game behave (the thresholds in Rating Rules tab do not change throughout the day), so either it’s a bug or the script used by the support guys (and girls ) is wrong.

The amounts for the different levels change once a day when everything else resets (daily tasks, weekly alliance tasks, etc).
