I had this recently due to instability issues. I uninstalled the game via the Microsoft Store. Then I reinstalled. This gave me a new game with a new user ID. I raised a support ticket and gave them both IDs. My original game was restored within 24 hours. Make a note of your old user ID. Play the new game to level 3. Only takes 5 minutes.
