For the serious city builder only. It is a game for purchase, I got mine for $7.99 and has many additional kits available to add (for the years to come). Do not attempt this game without research on the "Steam Community"
It took me 7 different cities to finally get one that worked. 

What I like is that it can be played totally offline after downloading Steam (free) and really is a true game of strategy. There are at least 10 maps to choose from and they are really huge. Each map will tell you of their available options like ore, oil, forestry and farming as well as ship, train & plane connections. As you go along you can choose to add bus lines, metro & monorails, along with trains, planes and ships with their connection hubs.
It is not like Megalopolis or some of the other building games b/c you don't build each separate building, you zone residential, commercial areas and they fill in. However, there are neat specialty buildings offered as you go along. Keeping track of traffic patterns, education, health and other services keep it interesting. Also, special tools allow you to change the terrain, I added a neat bridge that way.
There are also options to turn off or on for weather and night & day cycles.
The in-game help is not the best (especially using a Mac) but the Steam Community online is great. Be also very aware that there is no re-do button!
What I do is save my game before trying something new like changing the terrain or major road improvements. All in all, I do recommend this game, I see it as a keeper for years to come.
