I believe the first new Giant plane destination Caracas that requires Blanket and Flight Catering to fly to would always drop Wireless Compass, so as long as you fly there often, you should have enough Wireless Compass to use since as you said, we probably only have 1 or 2 Giant plane anyway...

Got the same issue, but it is not on all neighbors, haven't figured out why it only happens on certain neighbors. What I had to do is when it asks which neighbor you want to send the gift to, you select the particular neighbor, and then click Send button at the top, and then it will come back...
