Yes, that's been happening since a number of updates ago. It doesn't always happen - sometimes if you wait til shortly before reset it goes back to normal. If you visit your neighbor's city, you can send a gift from there It's a real pain, and doubles the time you are spending gifting.

I have 20 eggs and have gotten about 4 drops today. None of which are the ones I needed (left over from last year,.) Edit - oops just got 1 drop I needed. Have completed 2 collections now.

I had the same problem, then realized I had not clicked on the side quest for level 1. Luckily I had a backup only a couple hours old, and restored my game, then clicked on the side quest, started building, and had a weather station gift to send.
