I don't launch as much as many here, but I've certainly done hundreds of them and I've never ever seen this rule. In fact, I've seen many captains stay at 576 so people won't pass and get so happy that the launch happens with only 1 or 2 QLs

Most likely it’s an item for a building you’ve already completed if you’re a higher level.

Have you flown all the destinations for the smaller planes too? I’m close to 300 stars and I’ve just barely touched giants so I think you have a ton of options before needing laundry facilities
