I took a closer look and supposed that it's meant to be. Some guest planes just come with only 1 snowflake.

i noticed a couple of delta guest planes only dropped 1 snowflake instead of 9 - could that be a bug?

The electricity is the new required total. I'm not sure how much does your CT 11 need, but my CT 4 is currently using 14. Upgrade to CT 5 says "18 electricity". In fact, I only need to cater for 4 more electricity (i.e. the difference) as CT 5 effectively "replaces" CT 4.

Having started the game 1 week ago, i'm really thankful for the tips here! A few more that i suggest from my experience. Helicopter buildings are not worth the investments in early levels. Flights bring net losses (taking into account resource costs) and they take up valuable airport space...
