Alliance Weekly bonuses

No, just the higher one.
And it is collective as the alliance as a whole for tasks completed.

Need the overall team members of the alliance to complete the task progress

I'm a one person alliance. I was always able to complete 1/3 of the tasks (with Swifts). I did this until I reached level 80. Then no need to get more experience. Now with the new levels, I'm back again flying Alliance missions. I was able to eventually complete 2/3 of the missions (a small number of Condor flights). I never had the need to go further. I was hoping you would get the 1/3 and 2/3 bonuses. Now I neeed both experience and coins. It looks like it will be a long haul to get active tower and extra stand. So be it!

so if i were to look into gettin more money, i would just create my own alliance and do 50% of the flights and be at the 50% bonus income on flights? does it work with just one person in it?

Yes, at least it did a couple of years ago, I used to do so in my support acount.
