Windows Control Tower L9-L10

I have recently upgraded to Control Tower L9. Paid 8 greenies for immediate activation. I am being offered an upgrade to CT L10 for 2 million coins and I am able to buy the 11th Hangar.

BUT

I cannot send or receive the build items needed for CT L10. None are in my gift list to send. When a neighbour sends me, for example, a Technical Pen, I receive only Fuel 3.

Is there anything obvious I am missing?

Do you think it is possible that it is making me wait the 7/8 day build period even though I paid 8 green for immediate activation?

Now you can use the free video for few days to get all items the best way to use free video 10 times per day is
Start the video till they said no more video for today let guest plane land and go back use the video it will work i can say every video you start wait a guest plane to land and so on.
This what i did with one of my account maybe works for you the same try it.

THANK YOU, THANK YOU, THANK YOU. I'm lucky if I can get 1 video per day on Crescnt3, trying over and over again. I tried landing a guest plane before trying the video and IT WORKED! Sometimes I had to land 2 guest planes before the video worked, (kept getting the offer not available message), but I got 6 more videos and items for my Control Tower 11. woo-hoo!
