Too sad I cant help anymore.
But maybe the following tips can:

• Try to change your username slightly so you get the attention from the others who are also still trying to solve the quest and get some spray from them.

• Black wraiths sometimes drop sprays. You have five "points" to spend.
  If you find a neighbour town with only white ghosts, dont waste your points. Just leave and come back later.
  Sometime there will be a black wraith and you can try your luck.
  You can do this again and again. However it will need much time and patience.

• Try to get as much Fuel as you can and hurry your Flights to the Mystery Destinations where the possibility that you get a spray is "seldom".

I hope you get your 9 sprays.
