that's where you're going wrong. your neighbours alien legacies very rarely gives anything. rather tap their astronaut academy, training centre, mission control, launch pads and research labs

grrr, makes sense, though not sure why clicking on the item suggests I can find them there. No mention of getting Thermal Garments from anywhere other than Training Centres though...
