Could someone explain the red hearts beside some of my neighbors list when in the gifting selection, Ive tried to do a search and was not able to find anything specific

Red = people you have visited today (00:00 UTC reset).

You get a red heart next to the name after you’ve visited. If you look in your profile you will see how many red hearts you have. The number of hearts effects the number of gifts you can send. Full list of levels in Wiki, useful information section.
