Look in the new wiki under resources - flight. Lists where to get items from. but this one only as a gift.

Indeed just what I was going to say: Fly maps you get from Alliance-ranking, and the first star (50 flights) will reward you a Fuel Catalyst Pack containing 50 Fuel Catalysts.
