Android Art of War Quest

Greetings! I have the "Your Face Sounds Familiar" quest where I have to complete The Art of War collection 6 times to build a House of Wax. I've now got 2 Houses of Wax in inventory but the quest isn't completing. Thoughts?

You need to build one in your city before the quest will complete.
