If they are not a forum member, and their additions are dormant, and you have allowed a reasonable time, I would say they have out their max in, and you are justified to add and launch. Seems reasonable to me, indeed you may be rescuing it.

Very quiet on the forum of late, so as its weekend thought I should through some jokes in - enjoy! Flying is hours of boredom, punctuated by moments of stark terror. The propeller is just a big fan in the front of the plane to keep the pilot cool. Want proof? Make it stop; then watch the pilot...
