For the purposes of game name change "quest" is also used.
As per the game information, no you gets nothing from friend's building (this is as far as I understand the information).
I would think the quest item would be something for the side missions, I could be wrong though. There are no drops from neighbors game studios as far as I know. This event has been fairly slow going, I still have to get the Heroes of our time collection 4 more times before event is over. I can gift access cards.

You cannot gift side mission items, if you check your gift list all the items that are listed there they are either repair, flight or building items. Therefore if someone lists "quest" in their game name they are either asking for building or flight items pertaining to that current event (read quest).
Most event items are giftable from level 8 (only 2 require level 10 and 1requires level 17). As is always a case (game feature) every day you can send gifts however you can only send 1 (one) gift per person per day.

You can only gift what is at the beginning of your gift list. Events are available from a specific level around level 8 according to @Teboho . I can’t remember. Re-gifting not possible. You thinking of Facebook?
