I believe when the update that removed all neighbors came out, it also corrected the removal of neighbors.
In other words when you remove them from your neighbor list you are also removed from them solving that issue.
I may be mistaken but as I recall several people with multiple accounts tested this. Perhaps one will speak up and
confirm.
