Does anyone know if the Win8 game is a bit hobbled? I'm not seeing much expansion beyond about Level 31, except just upgrades to already existing buildings such as tower, terminal, etc. Mainly, I can't find the red launcher & various other buildings often mentioned in forums on other platforms...

Do the events like the half-price expansions occur on a schedule, or just randomly? I'm needing to add a couple of expansions to my city, but not so much that I can't wait a bit. If they are scheduled, I'll wait till then. If not, I'll wait a few days to see if it pops up.
