It forces a handshake with the server, and thus updates your neighbor list to whatever is on the server.

Look at the progress of this event !!

I managed to get the you've got mail collection 14 times !!
The express delivery collection however, well, look at it yourselves !! 5/8/0/18/11
Today, 12 neighbors, 60 taps on neighbors, gave me 6 knives !! which gave me 2 letters of hope and another valuable cargo item !!
The free video's gave me 2 letters of hope..
This is getting ridiculous...

The Parcel was the most difficult one to get for me as well (this year AND last year), I had 19/30/5/18/18 for this year, and many of them were accumulated from last year. I thought last year the Stationery Knife could be gifted, not this year. They intentionally made the event more difficult. Also the first several days after the event started the drop rate for the Lost Mail was higher. Keep trying and good luck!
